It's only cool if he has money in his paypal account. If not all paypal will do is freeze that account so he can't conduct any further business until it's settled.
OP: Sucks that it happened man, but make sure to always pay by credit card, at least then you can get your money back for a fraudulent purchase or something almost immediately.

It's tough to go to school full time and work full time...I work 40 hrs/week alongside taking
14 science credits and 3 for lab research...I was busy like hell but you now what...you only go to school 5 days a week, so even if you work the weekends you still have half the day on saturdays...
It's also quite hard to believe that in 3-4 weeks that he didn't have ANY days off to go to the post office. Sure the wait may suck but at most (meaning during christmas/holiday season) i've waited 40 minutes AT MOST. If at UPS, DHL, etc that time frame is much shorter.
Anyways...OP I hope everything works out for you man.
