Only the driver's side scoop can be made functional in the right application. The scoop was designed by Tom's racing to be used with a specific airbox for the 3SGTE.
The reason you find hot air rushing out when you open the engine lid is because there is no circulation when the car is at a standstill. When it's moving, a low pressure zone is created behind the rear window, pulling the hot air out like a vacuum. It's more than just hot air rising. Some people believe that a big Spal fan will only help when the car is at a standstill, but is actually restrictive when the car is moving enough to creat the low pressure zone. I have never seen actual numbers to prove this, but it wouldn't be hard to test with an electric thermometer to measure the ambient engine bay temperature.
