changing anything along the lines of emissions or even that pulley is illegal. chances that the tech is gonna notice? slim to none. also look on the air resources board. they have all the numbers for aftermarket parts that are leagal in cali. that might point you in the right direction as far as your mods. also you can call the BAR. they are very helpful.
