Well, JDM motors are allowed in Cali if they are 'identified as being functionally identical to the USDM counterpart'. And considering JDM motors (as i understand) never ever have EGR, there HAS to be some method to the maddness- either you get to keep EGR off, which I doubt, or you can drill holes and throw one on from another car (probably has to be from the USDM motor, or another one with a similar EGR system)
