try beating the threaded end of the bolt with a wrench. Sort of tap-tap, not TO hard. if that don't work, maybe tap-tap while slowly applying the air wrench. also wriggle the control arm, and it might help to take the strut rod off first and undo the bolts holding the ball joint onto the brake assembly (leave ball joint attatched to control arm). I would wager it's just got force applied in some direction that is pressing the bolt tight agaist the walls. If the arm is loose and not attatched to anything else it should be easier.
