There is no way any Nitrous system would work without adding fuel somewhere. The engine would just go boom when you started spraying.

Wet shots add fuel through their own injector before the throttle body. Dry shots add fuel by increasing the pressure at the fuel rail so it is added by using your current injectors. Because of that dry shots are safer because there is less to go wrong and you get more even fueling between cylinders.
