I have a huge rust hole in the driver side runner of my car just under the door. I need to get this fixed or else salt and water will get inside the body of the car and eat it from the inside. I need someone who has a shell that will be willing to do a little surgery and cut a part of their car off for me, so my friend can weld it onto my car.

I need the blue area. The reason I need more than what the hole would seem to require, is that I can see more rust along the bottom of the runner. I have temporarily taped over the hole to prevent water and salt from getting in (it can be seen in the picture).

So what need cut is along the ridged seam on the bottom, and along the inward seam at the top. From the wheel well wall, I need the piece to be about 18" long.

I am willing to pay a reasonable price (~$30 + shipping).

I am having this welded on 2/23, so I would need it by then. My plan B is to use a piece that I have fabricated myself, looks like this (for reference):
