Sorry to here about some jerk with a leaf blower flinging crap onto your car. People have no respect for others property. There was this crazy street cleaning guy who used to come whizzing lot by my other car while cleaning the parking when I visited a friend at their swing shift job. Finally I had to go out and talk to the jerk and tell him too be careful. He actually listened cuz he liked the car, hahahaha. Would go REALLY slow anywhere near my car after that.
Anyways, back on topic...
You can try wetsanding them out if they are really bad and won't buff out. Also you can try taking a rotary to the area with a cutting pad and the proper cutting compound, followed by a polishing pad and polishing compound. Is your paint basecoat/clearcoat or single stage. A rotary is the only buffer capable of removing paint and thereby defects.
