I believe what you're referring to we call "Port Installed" options in Canada. I believe that sometimes Toyota Canada 'spruces up' an otherwise regularly optioned car with a few genuine accessories and stickers and calls it a "Value Added" model. Just something a little different.
Possibly what UK Toyota had done with these cars.
I'd call them a Genuine 10th Anniversary model for the UK, if there was only 250 out there, they're somewhat rare in the scheme of things. The 10th Anniv. badge definitely looks like an Add-On, not something typical of Toyota design, IMO.

Why ? it would be easy for Toyota to get 250 cars add the wheels , sill panels and if a buyer wanted the steering wheel " it was a optional extra " put a engine lid badge and make it a special. They do it all around the world.
They are not genuine JDM anniversaries as Toyota released them WHY the bilstein sticker is missing in both cars. That would have cost UK toyota too much with little chance to recover the added cost.
Unless someone can give me the vin of either car to check they are only UK specials .Sure yes limited but not the genuine article
