i would use some plywood and pour in the cement on some metal support bars to form the walls, im gonna use water proofing too..
I have a temporary roof up for the moment..
These things are not illegal here in the Philippines, laws here are so slack it's unbelievable.. hehe..
Update: Thing are running slow since a storm went by, and there are still two more coming..
