Doubtful. JDM motors have no EGR. Also, your SW21 body means there shouldn't be a turbo in the engine bay. I wouldn't be surprized if they knew to look for that. I live in Oregon so I'm not 100% sure - but I have friends that live in So. Cal and register their cars in other states to avoid these ridiculous rules.
In my mind, if your car runs clean; who cares what's under the hood?
Just move to Oregon like the rest of California.
