Here's the way I look at it.
Toyota already "built" a 16v 4age, and it's called the 20v 4age. Higher comp, upgraded electronics, higher lift and duration cams, itbs, vvt, and the 5th valve per cylinder. Some of these items would either be difficult or impossible to add into any 16v build, but toyota designed it, mass produced it, and now 16 years later it's available used for dirt cheap prices. Much cheaper than the custom/limited production/expensive aftermarket parts needed to build a remotely comparable 16v motor.
And it gets good fuel economy.
