A compression check doesn't tell the whole story. Do a leak down test to determine the real problem, Google will provide lots of information on the subject, the tester is easy to build and use. The leak down test will tell you where you are losing compression, valves, rings.
Is the same cylinder providing the varying compression or is #1 @ 40 and #2 @ 120?
