No the Black Beams in the Celica wont fit to start with. You want the Red BEAMS in your Celica. The block is not aluminum it is cast iron or steel I don't remember. It should be fine for turbo. Though it would be easier to go with a generation 4 Caldina 3SGTE in your GT4 Celica.
