I've done it a million times, hopefully this helps.

Detailed instructions:
1. Insert CD.
2. If not done already, go into the BIOS (usually by press DEL on the keyboard) in the Advanced options it has something along the lines of "Boot Order." Set the CD-ROM/DVD Drive as the 1st one and reboot.
3. You will see a dos prompt that say, "Press any key to boot from CD," press any key.
4. Allow setup to load.
5. Once set up loads it will ask you to press enter to continue installing Windows.
6. Press F8 and agree to the policy.
7. It will detect the old OS and show you a partition C: (or any other random letter). It's a good idea to delete this partition, press "D."
8. Windows being made by Microsoft will ask if you are sure, press "L," to confirm.
9. It should bring you back to the partition screen, press enter to continue.
10. Now you're asked how you'd like to format the drive. Personally I'd go with Format NTFS. You can choose quick if you're in a time crunch. The difference is quick cleans the drive tables, but doesn't erase the drive. The other option actually erases the drive and checks for any errors on it.
11. The rest is pretty much just wait until prompted and click the next button a lot.

Fast instructions:
1. Boot from CD.
2. Delete the primary partition.
3. Install Windows.
