Ya i looked it up on wikipedia. And yes we get fog in canada lol, but it's the ice you have to watch out for. Also here front fog lights are an option not required, which is imo stupid, and we have lots of A holes who drive around with them on all the time, or have massive offroad lights strapped to the front of their trucks and use them on the highway

I think the UK is the only country required to have rear fog lights.

Also i believe our brake lights are brighter than european standard, so that could be why we don't have fog lamps.

Do you have two reverse lamps or one? because if you have two you can modify it so that one is red, and then get it rewired to act as a fog lamp. Then it'd be legal, and you wouldn't have to butcher your bumper or get some ugly bolt on.

In canada (at least where i live) we don't have to take an MOT every 5 years, only if you have to put insurance on it in another province, or if a cop tells you your car isn't fit to be on the road (happened to my brother for having a crack in the exhast)
