Maybe you have air in the system. its pretty easy to bleed it. There is a radiator air bleed valve and a heater bleed valve. Just open those up while you fill it up. Mine does not jump up and down at all. At a normal temp, it just stays a little below half way and stays there even when I drive for 2 long hours straight or so.
