Poor power below 3000 RPM

I am trying to figure out what might be causing a power issue on my 85 Mk1 when at low rpm. The mil has about 325K miles on it, but generates good power between 3000 on up when you ask it to.

Another issue I seem to have is that once you been on it or it's been at speed for a while, and you come to a stop, it generally wants to stall.

Timing is good, idle speeds are good, what else should I be considering.

Compression is within spec and within 5% across all cylinders, it is comsuming some oil and I believe this is valve train related. I'm open to suggestions and wisdom from this board - surely this has been seen before...
