$450 is about as good as it gets. Does that include a transmission? Either way it's a good local deal. Just make sure that the motor is internally clean and free from sludge. A sludgy motor is not a good deal at any price.
People run the BT electronics and map sensor specifically to run velocity stacks and open throttles. Most stacks won't fit in the silvertop airbox.
If you have a motor for $450, it's possible to get this swap done with your $1000 budget.
