That's the paert the shift linkages attatch to, as has been said. It's also what determines the throw of the shifter. Cutting it and re-welding it somewhere else will change the throw of your shifter, and possibly lengthen depending on where you re-weld it (up or down). I would recommend leaving it alone or you could ruin the TRD Short Shifter. Your short shifter could end up being a long shifter...

The 91 boot has a much wider top and neck section than the 93 shift boot, so it should work better in this aspect. The 93 boot has a never narrow neck section.

Also, if you look at the picture posted earlier (and re-posted below), the knob threads down all the way to the piece the shift linkages attach to. Use the 91 boot. Have the plastic ring that comes in the stock boot installed in the boot, and put the boot on. It should rest on the shift linkage. The thread the knob on. The presurre from between the metal tab below and the knob above should sandwhich the boot's plastic ring and keep the boot in place. If you want to keep it from moving around for sure and want to get it to sit flatter, cut a notch the wide of the metal tab into ring on the inside of the boot. Cut it where the ring hits the tab. The ring should then slid down on the notch and sit on the metal shift linkage tab, and that will hold it in place.

The pressure from the tab below and the knob above should further hold it solid.
