Another possibility would be to drill a hole, or two holes side by side, enough to insert a nut, perhaps a lock nut, and then try to thread it onto a bolt with a lot of lock-tite (blue - the permanent kind). If you have access to an air gun, try to wedge a screwdriver or other wedge shaped tool to prevent the nut from turning, and hammer the bolt on.
I'm guessing that the RSB hasn't moved much with the bolt being missing, so it may all be about nothing, except peace of mind.
