I say ditch the 16's all together and get some 15's for the nicer months and get some 14's that are studded or just really good winter tires. As for the frozen e-brake cables, you can buy new ones. They are pretty easy to replace. Be careful removing the underbody panels. The bolts tend to break off. My cables freeze in the winter so I just park in reverse and on a pretty flat surface.
