I little "Blaster" penetrating oil on those rear emergency caliper parts every other day for a week just might loosen 'em enuff to work without stressing those 20 year old emergency cables.
While your at it "Blaster" all those 10mm bolts that hold those 2 fairings under neath the car. There are some points where the emergency cables rub grommets too.
An old motorcycle cable maintenance trick to make cable work again is to fill a baggy with clean motor oil, dip the end of the cable in the oil bag. Tape the crap out of the bag to cable. Invert the bag over the cable and hang from your garage rafter with a collection can underneath till the oil drains thru the cable.
You might pop the console someday and oil the cable at the emergency brake, it's a separate cable assy from the others.
Strut replacement cartridges are available (adjustibles?), (your car doesn't have "shocks" per se). No need to replace the strut body? (follow BGB instructions precisely!)
Boy, that turning problem needs to looked at soon Dan, if you need a Rack drop me a PM, I doubt it's a column problem.
Altho I live in the subtropics, but, I've driven my 89 in 6" deep snow in Detroit, Mich, like a snowplow, it was outstanding. The understeer factor doesn't allow you to turn at all?? but the car had amazing traction.(try putting tools and weight in the frunk for winter?)
