The diagnostic plug is normally mounted by engine lid latch, with the cap on top.
If you dont remount the diag connector the cap can fill with water. The cap isnt sealed either, and with it dangling the cap will be on bottom.
Ive heard of it happening to others, and the symptoms were the same, sluggish till 2900-3000rpms. It finally happened to me, when I dried out the connector everything was fine.
