Here's the deal. 1993 Mr-2 5S-FE w/ 97582 miles. The car has recent plugs, wires, cap and rotor. Here's the specs on the emissions test:

Limit reading result

idle 130 199 FAIL

2500rpm 130 31 PASS


So here's the issue. My Hydrocarbons are high at idle. Does this point to O2 sensor? I would assume the catalyst is fine. Please help. Thanks
