I'[m a certified State Emission repair inspector here in the State of Va., Your Vehicle year is 1993, I don't think there is that much diffrence here and there in PA. Unless if your car is AWD, They have to do the idle test. In your case, it is not!. I was reading your info, there is no NOX reading, So i assume, They did only the idle test. But if you have an access to an emission machine, You can go to diagnostic mode, Retard it a little and The HC reading should go down. If you retard it too much, watch the CO, it will go up. But you can try to retard it and let it warm up before you take it for testing again. I would say drive it for at least 30 miles and let it idle when you get to the insp. station, And that way you can tell that the cat. should be warm enough. Most of Emission problem occur when your engine is not warm enough.
