Prolly because the GEN3 which used the CT20b had 550cc injectors as standard (factory overkill) whereas the GEN2 used 440cc. If you smack a CT20b on a GEN2 and want to get the maximum out of it you're going to be at the limit of what the stock pump and 440cc injectors are capable of.
