Brakes make a car faster around a track, lol. So does a driver's seat for that matter. Passenger seat, carpet, radio, wind-down windows, and lights are useless and should be removed.
Paint... well, if the car is metal, without paint it'll rust like mad and fall apart, making it... not fast, lol, so paint can stay, as long as it's on metal.
