Can you guys do a rom tune on my gen3 ecu?

No. The Gen 3 ECU has two processors, so it would require two ROM boards, which would cost more than a Power FC.

Not a Techtom one...it might have been a Mines ECU, which is a completely different product.

The Power FC is a plug and play standalone, developed specifically for the Gen 3, with great support from JDM tuners. Bryan "Noshoes" Moore has experience tuning them in the U.S.
