Orig. Clear Coat Turning White-'88 MK1

Looks like years of UV exposure has taken its toll on my clear coat. Many areas have turned white, but I can scratch it off with my fingernail. The paint below is fine.

Anyone know a good way to remove the clear w/o damaging the paint?

There's no real way to remove clear coat without removing some of the base coat. Even if you could, the clear provides protection for the base coat. Unfortunately, short of respraying the affected areas there's not a whole ton you can do.
