It is in England. Top Gear did a really cool test on it, you should check it out. If you don't feel like bittorrenting the episode, you can probably find it on google video or something.

Brammo Motorsports is based in Ashland, Oregon (15 miles south of Medford) and they test Atoms at the kart track on a regualr basis
