Ben, my car had the steering wheel replaced, but I think they reused the airbag/horn. Is that normal?

Yes, they only replace the actual steering wheel & reused the airbag. The steering wheel failed to meet the 60g lower thorax safety requirement for impact absorption.

what was wrong with the expantion valve that needed the recall. I actually just replaced it a month ago when I retrofitted it.

I believe it was just a bad part that led to freon eventually leaking out and causing the A/C to not blow cold. That's why its a special service campaign and not a recall - Toyota was doing this because it was a Toyota mistake and they were making it right.

Toyota does a great job of this. Most of the "recalls" Toyota puts out, are to correct a mistake that they don't really have to correct.
