Does Toyota still have 3sgte short blocks? If so how much? My car is a 92 turbo, but I don't think year matters for short block.

Yup, they're still available:

11400-88385 - $1627.71 - Block assy, short

Shipping costs might be a little hairy, but at least the parts are still out there.
