When I hit the brake the parking & dash lights turn on?

Not sure if anyone has seen this before. I've been told to check the bulbs to see if one is shorted but I checked all of them and besides a missing corner light they are all good. Also when I turn the parking/head lights on the brake lights come on and stay on.

It sounds like a bad ground to me, but electrical issues are usually some of the hardest to resolve. When you hit the brake, do the brake lights come on? Are they dim? Any other akward observences with the electrical system?

Not sure if I would call them dim but they don't seem super bright. I know that the battery doesn't hold a charge and the neg/pos cables look pretty bad. I'm going to replace it and clean the connections but I'm not sure that would have anything to do with this problem.
