A 20v 4A-GE was not ever offered in a Toyota in the U.S. AFAIK, and certainly not in any California models, thus a 20v 4A-GE will not ever be legal for street use in Cali, regardless of how clean it burns.
You can put any engine into any car, but the engine has to be newer than the car, and you have to include all of the smog equipment on it (eg 1mz into MR2, there's at least smog legal 1mz swap running around.) You have to go to the ref to make it legal first though.

J-spec engines don't have an EGR so they fail as its missing a smog control device. Install a functional egr on a j-spec engine (that was offered in the US) and it will pass.

how about a jdm 4agze?
they have 4agze here but i cant seem to find a usdm 4agze
so i might just buy a 4agze.
so if i put that to my car and put emission parts
will it pass ?

Yes. Buy JDM motor. Put EGR on jdm motor. smog legal. thats it. end of discussion. it HAS to have everything that a USDM motor came with emiisions-wise. If it had a egr in US it has to have a egr. the reason 20v fail is because they were never offered in the us. so stop the retarded talk about "knowing the right people" and all this other bull. you can do anything illegally, but thats exactly what it is. Illegal. if you charge a cali car and its not a CARB approved charger, then you will fail at any competant smog station, even if the numbers are clean.So just make sure if you swap a motor it has all the functioning emissions stuff that a usdm motor has.

I hate when people do that. Obviously, you can pay someone off. Thats like if someone asks how to avoid a hangover and someone says don't drink... Go with the GZE, or even a 3sge/GTE. The 3s came in the later MR2's so it would be ok right?

The 3sge was never offered in the us. The 3sgte was however.
