The oxy sensor is a possibility. Check to see whether you are getting the oscillating signal.

The other is the air flow meter. Recently on my MK1, I had to remove the plastic cover on the air flow meter and increase the spring tension for the butterfly valve.

Essentially, the valve was opening all the way with only a small amount of throttle. I initially turned the toothed gear 15 teeth clockwise, but that ended up being too much. (The car had no top end.) I then went back 6 teeth counter-clockwise. At the e-test facility, we ended up settling on 2 more teeth clockwise to pass the test.

The car drives quite different and I'm not certain I'll keep it at its current setting.

^ I'd suggest leaving that stock and drilling out the cap covering the air/fuel mixture screw.

Test the O2 sensor, thermo time switch for the cold start injector and coolant temp sensors, each of those will mess up your mileage if they fail.
