TVIS Question

I am questioning whether My TVIS is working or not as i can't hear the change in engine note like I used to.

Is there a possibilty of TVIS being permanently closed if the

a) Vacuum Line is still attached AND...
b) The wire powering the VSV valve has been cut????

Get an examination mirror on a stalk, and hold it under the intake manifold so that you can see the vacuum diaphragm and the linkage. When you rev the engine above 4500, you should see the linkage flip. When the engine revs down, it should flip back again.
