if you have a multimeter you can check the plug at the washer pump to see if you have power (with the button pushed in of course). if you don't have power it could be a fuse or maybe bad connection or switch. if you do have power then you might just have a bad pump.

You can get a test light from most auto parts stores for $2-3 it wont tell your voltage but it will show power.

The pump is a common part, it's used in a lot of different Toyotas. My local Autozone has one in stock for $15, I'd be surprised if your parts house didn't have one as well. Won't do you any good if your wiring is bad.
