Unusual idle fix

My Mark1 S/C street car started to idle at about 2,000rpm recently.

My idle/fuel adjustment was all the way down, my idle arm wasn't even touching the turn-down adjustor. I had no "adjustment" left...

I switched lines going to the A/C idle up, turn the adjustor without success and even exchanged the entire a/c idle up adjuster assembly without success. I changed the entire throttle with a working unit (w TPS), again without success.

I started to pull vacuum lines and the idle finally came down when I disconnected the air line off the top (rear) of the air horn (see photo) leading over to the A/C idle up.

Apparently, this adds extra air after the Air Flow Meter and before the TPS in the throttle.

I'm kinda baffled as to what exactly has failed or is broken.
