20V: bits and pieces

okay i just had a thread of ...this thing... but i'm seeing more and more little bits of just extra stuff i'm missing.
so the first is where the radio interference capacitor goes (from that post)

now i'm looking at a 89570-16080 is a vacuum valve assembly
the mr220v wiring harness has a plug provision for this...but i'm not sure where to hook it up to as i wont even be running the air box where it is mounted to
