Borders Front bumper Vs. Stock?? + lip

My MR2 has a border front bumper and the lower outside corners stick out quite far on both sides from the wheels and isnt parallel with the side of the car.
Ive looked here and maybe 1/4 of the border bumpers are that way and was wondering what could cause this, and any possible solutions?

Also I would like to get fog lights. Do the stock fog lights fit in there? Will they need aftermarket or custom brackets?

3rd... is this a stock bumper with a lip?
