It's hard to tell from those shots, but it looks like that's bondo on there.
If it is, my guess is someone did a repair job, and ended up applying the bondo too thick. If the metal behind the bondo flex's too much its going to crack the bondo and the paint. (ask me how i know )

The quick answer is yes, a good body shop can fix that. The expense though, is going to be based on what the story of that fender actually is. If it's just dented, a decent shop can sand that off, hammer the metal back into shape (approximately) and apply a _thin_ layer of bondo on there and smooth it out.

cool thanks !
I'm 90% sure the fender had been repaired in the past ...
I'm happy to hear that a body shop can fix it.
I would like to roll them at the same time because I'm rubbing a little bit

Its one of those situations where, of course it can be fixed, followed immediately by the question "is it worth it for you" (as in, are you willing to pay the piper).

If thats an attempt to repair rust, you're talking about welding patch metal back in.

heh neither does anyone else. The tin worm haunts me my dreams and night, and can hear the screams of every nut and bolt left out in the rain.

Pull the wheel off, and look and the inside fender (the metal, not the plastic piece if there is one). If its wavy, and bumpy, probably just a fender bender, if it looks straight, or you can see anyhting that might have come through a hole in the fender or anything, you should get it check out as soon as its feasible. Snap a shot of the inner fender and post it and we can see waht it looks like.

Yeah, a good body shop can fix just about anything. It's just a matter of how much money you're willing to spend on an 18 year old car.
