The cable could be disconnected from the lever or the striker. Or it could be broken.

My rear hood is like that. I find I need to push down on the hood until it clicks then open it again. I would try that with your front hood.

Inspect the cable from the inside. If its broken you can still pull it. You just need to make room by cutting off some of the shield/cover and pull the actual cable while you push or hold the shielding/cover

yeah i checked it from the inside and i see that the lever is kinda loose and i saw the cable, so i have to cut off some of the cover?? cover being the black plastic right?
well ima try and pull the actual cable but i dont get you by "pushing or holding the shielding/cover" ?????
so if i were to pull the actualy cable, should i pull it hard? because the cable seems thin and i dont want to break it either u know...

remove the covers under the bumper and you can open the lock on the hood there, just pull the lever that the cable is connected to

all you have to do is cal it a frunk and not a front hood and it will magically open alright, or some lubricant and a nifty maguiver type rig will fix your problem or just pop the fog-lights(headlights) quick cheap fix

the cable is thin but its a wire similar to throttle cable, parking brake cabe so it will not break that easy.

Not exactly sure if u can get there by the bumper. I think the radiator is in the way. I also dont think u can remove the bumper. I believe theres a couple of screws on top and the hood is in the way.... If you see the cable from the inside, thats all what you need to do which is to remove some of the cover/shielding. U can still pull it. If u know where the cut is, cut it from there since its already broken. Then make the new end just like how it is connected to the latch and u should be good to go.

If the cable is way too short, I believe if you take off the driver side mud guard, you can see the cable run from underneath there.
