Unhappy VTA and WTRT

Ok so I finally got my car up and running this past weekend. I am using a AP PFC. I did that whole learn idle procedure and set the injector values. Anyway, after I shut the car off I went to start it and it wouldn't it just keeps on cranking and the only things lit up on the commander are VTA1 and WTRT. I checked the wires for both of them and the resistances both are within spec. But I decided to buy a new TPS and Water temp sensor, hoping it would fix it, but they are still lit and my car won't start. Anybody have any idea what it could be?

They are constantly at 4.98V each, from the moment the car is turned to accessory and during cranking. When I cut the wires from them they drop to 0V. I spoke to some local guys that have used this system on other cars, and they informed me that the simplest way to fix it would be to put a resistor inline. Would that be a good fix? or should I just keep trying to find the actual problem (if there even is one)?
