When you say the adjust nut you mean the tensioner underneath the car?

Have you disconnected the cables to see if the handle will move freely without them? It not, then you know where to look for the bind. If it will move then inspect the cables to see if they are bound up on something. After that it's time to look at your calipers.

I think the e brake lever inside the car work because it pull up and clicks. Next I check The cable that runs from the ebrake lever to the tensioner underneath the car and It not binding, so that work. Then I unbolt the cables that run from the tensioner to the rear caliper (1 on each rearside) and took it out from the car<-- I was wondering if there any way to check the two cables. I think my rear cable is binded or that the way it suppose to be?

I think i found the problem and it the rear cables. I took cable end step on it tight and pull it and see how it work. The cable have two protect rubber cover (look like worm got hooked or fan like) I pull to see which size binded or if any. I took a screwdriver put threw the the hole of one end and step on it for weight. Then pull on the long rubber cover tight(upward) and see if there was a bind. Its the rear side. My rear protect cable cover was rip. So i cut the cover tub open there was bump which was odd. I broke inner cover where the bump was and water and dirt must build up in time and cause it to rust up and seize. One side on so bad that like the hump on a camal exept there was about 5. I so im going to find new me cable and hope that was the problem.
