When mine did that it turned out to be the motor. You can remove it and take it to a electric motor rebuilder. They will turn the armature and put new brushes in it for about $50.

There's actually a few reasons why it might be doing that. Could be the motor, could be wiring harness shorting or it could be a problem with the headlight relay controller.
You might want to consider pulling your headlights out and plug the driver's side into the passenger side harness in order to verify that the motor is the problem. If you put the new motor on the car you probably won't be able to return it if that isn't the issue.
