Spark Plug Wires Keep Popping Off!

I need to know why every time I drive the car the spark plug wire (second from the passenger side) keeps popping off and won't stay down. Could this mean they need to be changed or is it a problem with the head (meaning even if i change them the new one will pop off also)?

Another problem I'm having is that my gas mileage was always around 350 per tank and the last few fill ups have decreased each time (320, 295, 270, and this tank is looking to be done around 250!) Please help!

I don't know if it makes a difference but there is a drop or two of oil on the ground after the car is parked now that wasn't the case a few months ago.

I'd really appreciate the help. Thanks in advance to any and all for their input.
