1993 NA - Emissions Issue. please help

Here's the deal. 1993 Mr-2 5S-FE w/ 97582 miles. The car has recent plugs, wires, cap and rotor. Here's the specs on the emissions test:

CO %
Limit reading result

idle 1.00 0.52 pass

2500rpm 1.00 0.66 pass

HC ppm

Limit reading result

idle 130 199 FAIL

2500rpm 130 31 PASS

So here's the issue. My Hydrocarbons are high at idle. Does this point to O2 sensor? I would assume the catalyst is fine. Please help. Thanks

mmm i'm not such a techy guy when it comes to emissions. but i have some interesting information.
I drove my car to the smog test place about 6 miles away from my house i failed when it went through the process. The guy was like wth? (lol) and so he let my car get warmed up for 30 min. and tested it again and i passed =) so i guess warming up may help.
i assume you have the stock intake as well?
Timing is @ 10?

sorry if i'm not much help.

What state are you in?, Did it run to the dyno?. Well it should be, not the idle test. I don't know how they do the test in your area, But you will see the diffrence if you run it on the dyno. Because this car should be dyno tested. But if you do the the idle test, retard the timing a little bit. Make sure before you do it, mark it.

i'm in soCAL xD. well wasn't like idle idle. i assume letting it idle for 30 min helped get it warmed up o.0 then it went on the dyno. the normal tests and what not. i didn't pay much attention since i was sitting in the lobby lol

What do you mean dyno? This is an PA state emission test. The car has zero mods. It is 100% stock.

I'[m a certified State Emission repair inspector here in the State of Va., Your Vehicle year is 1993, I don't think there is that much diffrence here and there in PA. Unless if your car is AWD, They have to do the idle test. In your case, it is not!. I was reading your info, there is no NOX reading, So i assume, They did only the idle test. But if you have an access to an emission machine, You can go to diagnostic mode, Retard it a little and The HC reading should go down. If you retard it too much, watch the CO, it will go up. But you can try to retard it and let it warm up before you take it for testing again. I would say drive it for at least 30 miles and let it idle when you get to the insp. station, And that way you can tell that the cat. should be warm enough. Most of Emission problem occur when your engine is not warm enough.

You're either running lean or it's your EGR system (assuming the cat is good).
