Door Wiring HELP!

I'm putting new wires for my door on and on my old set of wires there's one a WHITE wire that's connected to another white wire that leads under my steering wheel. What wire is that? And is it important to not cut?

These wires are the ones for auto locks/windows/mirrors. I bought them from MR2 Guru.

I hooked everything up yesterday and now everything still doesn't work. The switches don't light up when the lights turn on or anything. I'll be testeing my window motor and window switch tomorrow. Any help? :'(

that shit is mangled. If i was you id do it right and rip off all the insulation in the areas where theres homemade wireing and rewire everything, Just chop at either end and then match each of the colors accordingly and solder them all up and heatshrink them nicely. Its a lot easier and mroe satisfying to do that than to try to work around everything and get small things fixxed when youre really unsure where they all go.
