all relays work and were tested in my other mr2, they are plugged in, no extra wires. the starter is plugged in correctly, and so is the fuel pump, injectors, etc. we are thinking maybe a ground missing somewhere, or maybe a wire not connected, umm do you know what could cause this problem?

Well the fuel pump comes off the the cicuit opening relay and the starter is activated via the solenoid that engages it (aka an exciter). Is the solenoid for the starter hooked up correctly? Sounds like it may be getting direct power rather than on key.
